- Certified Internal Auditor -External Quality Assessment Specialist

About the Opportunity: We are a highly experienced municipal audit and compliance
consulting firm. We are seeking a project-based Certified Internal Auditor (CIA) to join our
assessment team as our EQA Subject Matter Expert.
The project involves conducting a comprehensive, one-time External Quality Assessment (EQA)
of the agency’s internal audit function to evaluate conformance with Global Internal Audit
Standards (GIAS) for the period of April 1, 2024, through March 31, 2026.
Key Responsibilities & Deliverables:
Conduct a comprehensive review of the internal audit function's design and effectiveness
in accordance with IIA Standards.
Evaluate overall ethics, professionalism, governance, management, and performance of
the internal audit services.
Draft a Final Report and Gap Assessment using the IIA’s four-point quality rating and
conclusion model (Full, General, Partial, or Nonachievement).
Lead a closing conference with the Office of Internal Audit to incorporate feedback into
the Final Report.
Present the EQA results and required communications to the HTFC Audit Committee and
Board at their annual meeting in December 2026 or January 2027.
Requirements
Mandatory Qualifications:
You must meet the following strict criteria set by the solicitation:
Certification: Active Certified Internal Auditor (CIA) designation.
Specific Training: Documented completion of EQA training recognized by the Institute
of Internal Auditors (IIA).
Direct Experience: Demonstrable previous experience performing actual EQAs.
Leadership Background: Experience serving as a Chief Audit Executive (CAE) or in a
comparable senior-level internal audit management role.
Industry Knowledge: Minimum of three (3) years of experience in the government,
public housing, or comparable public sector industry.
